Question on Ticket Prices

The Brewers in my league keep trying to set their ticket prices, however, it keeps resetting to 16.50. Is that the max a team can set their prices? If so, how would I go about changing the max ticket price?

I've got a GM in one of my leagues who has his tickets set at $40. I have mine set at $21. There is a league wide average ticket price setting, but that shouldn't effect an individual teams' ability to set their own ticket prices.
