You should see about 12-15 topics, several of these would be helpful. Also look in the game manual in the "multiplayer" options. In addition, since all league are different on one way or another there is no ONE way that is correct. The above sources will help you get started, plus I think inorder to be an effective commish you need to have experience as a GM in a online league first. Also, many guys on this site run leagues, feel free to ask them specific questions you may have.
