For the Las Vegas team, I have always loved the old XFL name, Outlaws.
IF you don't go with that, then you should definetely keep an old west theme!

Syracuse is the Salt City. They already have a team called the Salt City Aces, but I'll be dipped if I remember in which sport. For New York City I've always liked the Highlanders (one in my league now). Albany is the capital, so you might call their team the Capitol Steps. (I believe that's the name of a congressional band in Washington DC.)

Judges maybe? That's a tough one though and it probably won't show up too well in the game since it's so long.

It is possible to have teams from different countries, but not different draft pools for the same league.

For example, assuming that the league has 0 foreign players allowed, all of the players drafed by a league can be American or Canadian but not both.

Though it's possible to do that by editing the nations.txt and cities.txt files and creating a North America "country" as the location for your league that includes all cities from both the U.S. and Canada. That's still just one draft pool, of course.
