OOTP 9 Scouting
In OOTP 2007, using international scouting in solo play created a huge advantage. This was because the AI teams did not do any international scouting. From the looks of things, in OOTP 9 the AI teams will also assign money to be used for international scouting, thus competing to find new players. Do you all think this is the case?

here is a bigger question: if AI teams now do this I would like to know this... I created my league and did not check the box to have the game create and maintain hidden players. With the new scouting system in place, what will this mean for my league. I know in OOTP 8, you must specify this when creating your league, and that it's impossible to go back.

unless there is a new way to go back and add the option in the new version. I am going to be pissed if it ends up being the case that I won't be able to take full advantage of the the new scouting system as a result. Not to mention how it might screw with AI teams.

There's also this "Your international scouting expenses will also directly impact the likelihood of your team turning up a hidden gem", written in the newsletter, that interest me a lot and would need some explanation (at least for me
)

I imagine a "hidden gem" could mean someone inside the country if you don't have international scouting turned on. That may not be realistic in the modern era but then again it is really realistic during the period of time when RL major league baseball didn't really look outside of the US for talent. According to legend, Jimmie Foxx was discovered when a scout asked him for directions and he pointed them out with a plow.

I'm a bit confused - if AI teams weren't doing any international scouting in ootp2007/8, then how were they signing players outside of the draft? I remember seeing many different players whose histories began with: signed 1 year deal worth 500,000, or signing minor league deals.
