First, you can now have the foreigner limits based on league or team nationality. Second, finally you can set a foreigner limit without specifying limits for hitters & pitchers. So when you have a foreigner limit of 6, you can have any combination of foreign hitters & pitchers if the total is not above 6. The AI handles this properly too. Third, the draft AI, especially the inaugural draft AI, handles these limits properly now, so setting up a truly international league is now a snap

Thank you for the update, Markus. Now I will be able to recreate my OOTP5 global league in OOTP9!
