Q about scouting budget
If my universe only consists of teams/leagues based in the USA should all teams have $0 spent on international scouting? Will the AI handle this properly?

I swear I read somewhere here that yes, the game will realize there is nobody to scout internationally.

I thought international scouting included hidden talents from other countries, too. You don't need to have a league in a country to have hidden talents, there, as I understand. In fact, if you HAVE a league in the country, there WON'T be hidden talents there, since they'll be playing. Someone can correct me if I'm wrong, though.

I have a quick question about scouting that kind of fits in this thread. When it comes to hidden players, does the new system mean that we have no control any more over what countries we scout, or do we have to put parts of our international budget into various regions (like Central America, South America, North America (non-US), Europe, Asia, Austrailia, and Africa?) So, basically, I'm asking if out international budget means that we're scouting in every country in the world equally or do we still have to control that?

Going by what I remember from the screenshot of the new scouting budget page, we just have an International Budget option. Every nation is probably scouted equally, but of course there's a better shot of turning up a player from Japan than Montenegro. I don't think we would be penalized by getting fewer players simply because every country is scouted.
