Question about OOTP 9 and PbP Commentary/In-Game Text

I have been playing OOTP 2007 for some time, and one of the features I really like about that version is the ability to modify the in-game text with the xml file. How is the in-game text generated in OOTP 9? Can it be modified or is everything hard-coded? I'll probably buy it anyway, because the new features look awesome, but I would love to be able to customize the text of the game as in OOTP 2007.

The file system is the same as before. You'll be able to edit the XML.

No customizability was sacrificed for the new features.
