Create and Maintain Hidden Players

I know this isn't a new setting and I did a search of the forum with unsatisfactory results - can someone explain what checking this box does.

It creates hidden players for your scouts to find. If you aren't playing with scouts on, then you can safely leave it off.

So they'll just stumble across players? Do you assign the scouts to certain countries to look for talents or what?

That's exactly what you do; put their butts to work, and they report back with their findings. You may get lucky IF you can sign that gem.

The amount of money you allot to international scouting will affect how well they do at finding hidden players.

Not anymore. In previous versions you had to assign specific scouts to specific countries, but now all that is handled by your scouting director. As mentioned by jarmenia, you set your scouting budget and allocations, then the director takes care of the minute details.
