40 man roster

I uninstalled and reinstalled and when starting up a completely new MLB league , I did not have the 40 man rosters, so I went in and got the 40 man roster settings on. How do I get all the teams to fill their 40 man rosters? I have hit the computer manager button but the teams will not fill the 40 man rosters.

I noticed that in a solo league I am trying I had a similar problem. After 40 men were allowed on the roster late n the season, there came a time when I had to get it back to 25. (After the season ended maybe?) Anyway the AI would not do it for me when I ran the Action and had to do it manually.
