Expansion timing?

What is the best time (i.e., point of the year) to expand a league? I'm assuming that it would be right after the postseason concludes, but I wanted to make sure. I remember how OOTP 6 and prior editions would screw up if you didn't expand at the proper time. Thanks in advance!

Pretty sure in 2007, 8 and now 9 that as long as everything has been 'written' to the history, you can start making changes.
