Specific Prospect Question

This is uncharted waters for me, and I'd love some opinions. So I have this prospect:

RF 22 years old - currently in AAA (ratings out of 10)

Current Ratings: 5/7/5/5/2
Potential Ratings: 9/8/10/9/5

AAA Stats (this season and the end of last):
.306 avg, .365 obp, .478 slg, 37 BB, 53 K

Now to my question:
His development has stagnated somewhat. His current ratings increased some in ST, but they have not budged since opening day and it is now mid-July. He is listed as "possibly ready for ML" and has been that way all season. I keep waiting and waiting for him to get a slight bump as I'm sure one more little increase and he'd be deemed "ready".

There are two modes of thought:
1) Leave him in AAA until the game says without a doubt he is ready, and/or he gets another ratings increase (perhaps to a 6 in contact, etc). The idea here is that I don't want to rush him as doing so could hinder his development.

2) Bring him up to the show now and see what he can do. This idea follows the theory that his development has stagnated at AAA and he needs tougher competition to reach his full potential. He's set to turn 23 next January, so I'm a little worried he's starting to get too old to ever reach that ungodly potential. I should also mention that he tore it up this past ST, leading my team in BA with like a .365 avg.

So, should I leave him percolate in AAA, or bring him to the show?

Is he going to play? If not, leave him in AAA. If you call him up then play him for 15 20 games and assess him after that.
