Draftees From Feeder Leagues, Defense Question

In my league, we have feeder leagues from NCAA and HS. The drafts are pretty realistic as far as talent level goes, but a majority of the players (I'd say a large majority) are pretty poor defensively and don't yield a lot of hope that they will get better.

My question is, is there a modifier that I can change to make the players even a little better defensively?

I don't see a creation modifier for it and the only options I seem to have are to decrease fielding errors, but I am not sure that would work either.

For the record, it is an OOTP9 league and the fielding error setting for NCAA is 1.150 and for HS it is 1.250. For both, turning double plays is set to 1.000.

Would changing either of these help?

Would changing the BABIP settings help?

Any assistance is appreciated.
