Talent Change Randomness and Third Pitches

I was wondering what experience people have with how talent change randomness affects gaining a third pitch or developing existing ones. Our league is currently using talent change randomness at 100, and have seen players improve their pitches and gain new ones. Some GMs in our league want to change the talent change randomness down to 1 because they had major leaguers decline unexpectedly in their late 20s. Do pitches still change when talent change randomness is set so low?

That's an interesting observation but I'm not sure there is correlation.

The manual says

The Talent Change Randomness option. This is a numeric value from 1 to 200 that controls how random player talent changes are. For example, a 200 here would mean that talent changes are highly random, making it more likely that players would experience significant changes in talent over the course of their career. Tweak this if necessary if you feel that player talent changes are either too drastic or too conservative. 100 is the default.
The above tells me that reducing TCR will simply reduce the volume of changes not the occurrence of changes themselves. The other question to ask is developing a new pitch a talent change or not?

I set TCR to 15 and I see pitches get better and worse but I do not see new pitches. However I just started looking so the data set is low.

Another point. If you see many players decline too early your league's player development and aging modifiers may be off. Look at average age and age distribution.
