Feeder PCM

I am going to create high school and NCAA feeder leagues (finally) for my MLB Universe...but my big question is....what PCM's should I be using. I downloaded Nutt's NCAA feeder template, and all PCM's are at 1.000.
This does not seem right to me, as my MLB PCM's are 1.000 (I'm going to lower due to the number of teams) I am not sure what the relationship (if any) between a major league and a feeder league PCM's might be. Which is more important? Which determines the level and quality of players coming out in the draft?
