Ty Cobb and Honus Wagner: Minor League Legends!

I created a 1901 universe with 16 MLB teams, plus 16 AAA teams ("Federal Baseball League"), 16 AA teams ("Continental Baseball League") and an independent (roughly AAAA-quality) Pacific Coast League. None of the minor league teams are affiliated with MLB.

I simmed through 1905. Running out of players at the MLB level (I'm using the Garlon DB) wasn't a problem, as MLB teams often made 1-for-2 and 3 player deals with minor league teams. Yes, this meant *shudder* fictionals were getting their muddy feet all over my nice clean majors. I decided not to let it bother me.

Jump ahead to 1920. Looking at the FBL career leaders, I saw some familiar faces, such as Ty Cobb and Honus Wagner, both of whom had been traded from MLB to the FBL...and had stayed there! (Cobb went from the A's to Columbus in 1916, while Wagner was traded from Pittsburgh to the Toledo Mud Hens in 1902, remaining there through 1918, finishing with over 3,000 hits with the Mud Hens to go with his 1,001 MLB hits.)

It's one thing for a Topsy Hartsel to be traded to the minors, but Cobb and Wagner? Well, here's the reason: I find financials and free agency to be a pain, so I turn them off. In a logical universe, MLB teams would almost always be able to outbid the minors, and players like Cobb and Wagner certainly would stay in the major leagues. Does anyone have any suggestions on how to set the financials, so that only the occasional scrub is forced to stay in the bushes?

Can't very this myself as of yet, but I've read that others have reduced financial numbers for "lower" leagues, meaning, that a team in your CBL (AA) wouldn't have enough cash to sign (trade?) or keep top rated players. They'd all filter into the MLB, which had the money, and not have Cobbs going to the CBL.
