Strange scouting news with Scouts off

Our online league GM's are getting messages in their inboxes from their Scouts. This would not normally be a problem, except for the fact that we never turned Scouts on.

These messages do not show up in regular league news or in anything I see as Commish. However, they are getting them for players that do not play for their team.

Last night, one GM had a message show up about a pitcher who has been retired since the beginning of last season!

This is a league converted from 6.5. It got the age wrong (news said 34, but the player is 35) and the role wrong (it said starter, but the role is reliever), and the ratings are all zero, not what was reported (though I don't know what might show up if I un-retired the player).

In looking through the forum, the closest bug report I saw was for this closed issue: Small news bug

Even though scouts are off, your team still has scouting personnel. You can see these guys on the HTML personnel page for your team. Even so, their salary isn't charged to you and they aren't supposed to have any effect on the game engine. Not sure about the scouting of the retired players.

Actually, they don't show up on the Personnel page. See: http://rasreth.com/ootp/news/html/te...personnel.html

We are seeing all kinds of weird messages from team scouts about players and from players during free agent signings, especially for minor league contracts.

A team will get 5 messages for every free agent signing, 4 of which telling them that Team A made a better offer when they are Team A!

Hmmm...now that I check you're right. It's the coaches that show up even when you have them turned off. I'm assuming that, like coaches, the game still has scouts assigned to your team even if they are turned off. Of course, neither of these should be the case. I have seen some of the messages you have too. Mostly player development reports by scouts for other teams that seemingly go out to everyone. Not very clean.

This is a real head-scratcher.

I've logged this as TT # 153. We'll see if Markus can come up with anything.

One suggestion you could try (backing up first, of course): have the commissioner turn on scouting, and then turn it back off again. I'd be curious to see if that tricks the game into making sure everything is "off". I don't suspect it will; this smacks of something goofy in the file itself.

Please make sure he doesn't do this with your real file! I have no idea what ramifications that could have. Don't want to exacerbate the problem...

I found it. If you look at the coaches HTML that's generated, I think you'll find the scouts in there listed as being signed to certain teams even with scouting/coaching OFF. It's happening in our league this way also.
