Another Mike D, does the owner in question have outstanding free agent offers? The game won't let you have more money out in offers on the table than is equal to budget difference plus free cash.

Just an update, we ran today's sim and now people are starting to say they can actually spend their budgets. I guess we had to advance days after I fixed it. The problem is, the game isn't counting cash when making offers, even though it says the money is available. So if you have 20M in budget room, and 10M in cash, it will SAY you can offer 30M and get approval, but once you offer 20M worth, the submit offer button will be grayed out.
To all commishes with this problem, what I did was manually add the cash figure to the budget and take away the cash. Once FA is over, I'll knock the budgets back down and re-adjust the cash.
