HELP!!! Problems signing free agents.

I'll try to explain this as best I can. Free agency has just started after the 4th season of a solo league I'm playing. I have according to my Financial page $8.5 mil in budget room and $5mil in cash but when I try to offer a FA a contract below my budget restraints, it says the owner doesn't approve the contract... and I have settings at entire revenue available... please help.
