Retired players not available in awards voting

Just noticed that if a player retires at the end of the season he is not listed in the pool of players on the awards voting page.

Easiest solution might be to delay retirements until award voting is complete.

This is with v 2.0.3.68

I can confirm that the same behaviour occurs in OOTP 8 (8.0.0.13)
