BZ 1902: Minor League Free Agency Problem

The problem that started in OOTP 2007 regarding independent minor league teams is still there.

With financials off, free agents who sign with independent minor league teams to restart their careers are stuck with these teams forever.

In OOTP 2006, they became minor league free agents after no more than 6 years of service.

The fix would be to have the button that selects the number of years required for minor league free agency remain available with financials off.
