BZ 1969: Expansion includes pre-existing teams

I posted this on the General Forum but haven't received any help yet.

Four seasons ago I expanded my league by two teams using OOTP's Expansion Wizard. An expansion draft was held then.

Now, I am seeking to expand the league again -- by another two teams.

I ran the Expansion Wizard again, and again scheduled an expansion draft.

When I got to the draft, however, FOUR teams were drafting -- the two new teams and the two teams that came into the league four years ago!

Why is this and how can it be corrected?

UPDATE:

To test this, I did two things.

1. Started a brand new league using the league creation wizard. Simmed one season. On 1/1/x2, expanded league by 2 teams w/expansion draft. Draft only included those two teams. Simmed one season. On 1/1/x3, expanded league w/expansion draft. Draft only include new teams. Hmmm...

2. Started a brand new league using the league creation wizard. Simmed one season. On 1/1/x2, expanded league by 2 tams w/o expansion draft. Simmed one season. On 1/1/x3, expanded league w/expansion draft. Draft included ALL FOUR teams.

This appears to be an issue. Agreed?
