Any info about why my imported pitchers have control talents of only one?

My normalized league is actually a league file not a database. Therefore, you cannot import players like you can using Lahman et al. I think you can use Pierre's utilities to move players between leagues but I am not sure and you definitely want to backup your league files in a separate location prior to trying anything like that.

If I wanted to start a fictional league in say 1990, and use one of these rosters:

A) which would be the best to use?
B) would I need to create new "debut" years that are between 1990 and 2006?
C) could I use the real players for a draft in spring training and then have a June 1 draft with fictional players, intermixing the two?

None of "my" rosters are for fictional players, they are all historical. However, if you want to use real players and start in 1990, they will give you different players. The Arod/Garlon DB will give you those players who played in 1990 and import rookies in subsequent years who entered baseball during those years. The Random DB will give you a random set of players from all time, so you could have some 90s players mixed in with dead ball era players. Rookie drafts in subsequent years will also contain random players.

As far as mixing drafts of real and fictional, I can't recall if OOTP gives you the option each time. If it asks you for real, say yes, then just point it to the DB you want to import from. If you say no, then you should get fictional players. But, I don't recall if it continues to ask you for each draft, it may just default to your last choice. Best to test it out first.
