Blurred screens

Anyone happen to know why I am having this problem with OOTP6.51??

I just got this new computer and just installed the game and I get this stuff goin' on. I tried it with the D3D off and on and i get the same results.

System:
AMD Athlon 3400+ 2.2 GhZ
nVidia GeForce 7300 GS
512 MB Ram

I had this working on my much older system so I don't know why this is happening. Maybe the video?

The screen gradually blurs out of focus as the game loads. When the standings screen appears, you can see team names nut no records. Go to a team and you see no team players names but you can click on where they should be ab dyou go to that players name and then most of their stats and ratings is invisible.

If anyone has any clue why this is happening?
