Question about the pitchers in the fielding register in Cato's util

Are the pitchers listed at the beginning of their section the best on each team, or the #1 starter on each team? If it's the #1 starter, can it be all starters who started more than, say, 25 games?

The pitchers on the fielding register are listed just like every other position - the player listed as the 'starter' is the player with the most innings played at that position.

It doesn't evaluate the pitchers (or any other position) on any criteria other than most innings played.
