I use both ULEAD[which you can download for free for 15 days on download.com] and when i need to tweek the text i use photoshop 7, which you can also download for free for 30 days.

I would say you'd need a vector drawing program and a imaging editing program. The two different types of apps complement each other, depending on what you are trying to do at various steps.
The "big 3" of vector drawing apps are Adobe Illustrator, CorelDRAW, and Macromedia FreeHand. There are almost certainly cheaper and nearly as capable apps from other companies, but you'd have to search a bit to find info on those. For image editing, Adobe Photoshop is pretty much the flagship app. But there are other choices available, many which have nearly as many features. The CorelDRAW suite, for example, includes an image editing package. Search the net and you'll find a number of good alternatives.

I'm really liking Paint Shop Pro 8. I do not recommend Fireworks from Macromedia at all.
