While it doesn't have enough pictures to support a full league on its own, one option you have is to copy and rename the pics over and over until you have enough (there are several batch-renamers out there for downloading). Of course this would mean that faces would randomly repeat, but if you like the "facegen look" and don't want to go through the effort of adding your own, then this could be a good option for you.

PS - a word of warning: such a duplicated facepack can take up a good amount of space on your hard drive, so calculate out how much you'll need beforehand.
