Stealing or "I'm gonna go...well... maybe not this time"

I'm assuming stealing ability helps determine the "starts..hesitates..stops" behavior of runners you give the steal sign to. Is there anything else? I ask because it kept happening when my 100 SP, 100 ST runner vs 26 Hold pitcher. (Not to mention pushing the button seems to have a chance to automatically trigger pick off throws - had that happen 6 times in a row in that game as well..I guess the AI is stealing my signs )

Unless my runner was just having a 'bad day', I would think he'd have an easy time getting a good jump off a pitcher with that poor a hold runners rating...right?

Speaking of Holding Runners - does using that option on the pitching menu degrade your pitcher's ability on that pitch/at-bat (due to split attention between runners and batter)? If so, does the pitcher's hold runners ability determine how well he can use this option (i.e. high hold means next to no loss in effectiveness)?

If it's anything like OOTP5/6, the "hesitation" is built in to keep stealing numbers reasonable.

...and I think the "hold runner" is more to position the first baseman, but I'm not positive about that.
