No Ratings league

Im looking for a no-ratings (and preferably no talent) league. AIm is Sven Draconian, e-mail is svendraconian@yahoo.com . I have quite a bit of time, I have OOTP6.15b.

No ratings but talent is on. Currently open is Indianapolis, Kansas City, and Philadelphia (has made playoffs in 3 of league's 4 seasons).
