OOTP Could Not Connect To The Server

What am I doing wrong here.

Trying to setup a mock online league to test prior to converting our 6.5 league.

I've setup things the exact same way I have them in the old league, only in new folders for the mock league.

Same ftp address. Same ftp passwords. And I've created the new paths for the folders.

What am I doing wrong?
