Problems in my league

Ok, we have now completed our first full seasons but there were some minor things I could never get working quite right and a larger one we have come upon now. So I am turning here for help.

1. The manager news doesn't seem to all appear. There appears to be no ryhme or reason to this, simply every new file a group of days does not go with the file. Now, I set the number of days in the file creation to the number of days simmed every time and even took to adding a day to solve this problem but it still seems we miss half our news at a time. We do 15 day sims

2. No one but the commish can sign scouts to their team. The option isn't even there for other managers. What is the solution to this? How do you sign Scouts and coaches in an online league? I feel I must be missing something very obvious.

1. I'm having this same problem. I didn't really notice it until I turned scouts on.
2. You're not missing anything. Managers can't sign scouts and coaches in the game. Scouts and coaches don't negotiate a salary, they just get whatever they ask for. Because of this, my league uses a fantasy sports style waiver order to sign them.

So in an online league, the GMs can't bid on scouts? Was this just a bad oversight or was it not designed for online leagues to use scouts.
