New Fictional League from scratch

The biggest problem with new leagues is usually the feeling that you had very little say in how your team was built. I am therefore proposing a league in which everybody starts from scratch. All players will start as free agents, all teams will start as new franchises with no previous history and identical budgets. You pick the town, design the stadium, bid for the players you really want. And when it all goes horribly wrong you'll have nobody to blame but yourself!
