New Online League Needs Rules

I'm looking at putting together a new league over at GoneGold.com and was wondering what are some of the rules that other online leagues have implemented, and how are they carried out?

Some ideas I've thought of or have seen are:
Rule V Draft
Stadium Settings/Seating Changes.
Financial Rules (salary cap, changing TV contracts/souvenir revenues to be relevant to market sizes/attendance)
Amateur Draft Lottery
Other ways for teams to earn money
A developmental league for players before entering Amateur Draft

I'm very interested in having a Rule V Draft, but don't know the details of how it works. For example how many players is each team allowed to protect? Do they have to be on the 40 man roster before the draft to be drafted? What should a limit be on the number of guys taken from each league? Etc....

Any other suggestions would be greatly appreciated, and tips on how top implement those that I have already mentioned would be great as well.

If you're going to go with the actual Rule V draft that the MLB has, I have no idea how to handle it, as I don't know what they do, to be honest. I'd like to incorporate it into my league at some point, but would have to find out what they do.

If you're looking at making a spin on that rule, one thing we'd have to know is if you'll have full minors. If you would, I'd cap it at three. If not, then you really can't cap it, only allow a team to protect someone if a player from their team is chosen.

Also, if you elect to not fill up the minors, keeping it at one or two rounds will be of some service to your league.

Hope I helped with some ideas.

The Rule V draft I believe can involve anyone who is not on a major league team's 40-man roster.

Example.

I am the Baltimore Orioles for example, and if San Diego doesn't have Xavier Nady on their 40-man roster, I have the right to draft him. Though I believe you have no more or no less then a certain amount of innings pitched or At Bats, but i'm not todally sure about that...

The CDML has a Rule V Draft, the link to the league is in my signature below.

I think the PWBL is another league that utilizes a Rule V Draft.

For the draft lottery what I would do is use a real life lottery drawing like the PowerBall.

Assign the team that would usually get the first pick certain numbers, the second worst team and so on. Then during the PowerBall Drawing immediately preceeding the draft use the PowerBall drawn to select the team with the number 1 pick.

If you want to draw for further spots then start using the non-power balls. (The Powerball's website actually has archived video of the drawing so you can get the right order, and/or your owners can review it themselves)
