How to use money?

I'm in a sim where their is an owner, general manager, and manager for each team. We want to have contracts for the GMs and managers, but we need a way for them to use the money. If there is no use of money thyen there is nothing to stop the GMs and managers from taking the min. contract just so the team has more money. So if there is anyone out there in a league like this or you just have an idea of how we can have the GMs and managers use money I would greatly appreciate a response.

Maybe buy something for the team that results in an improvement for a player? Such as buying training equipment which can improve the durability of one player.
