Does this apply to 6.02A?

Any thoughts on why the Online community is largely ignoring this?

Probably because it's not in the least bit practical. What are you going to do, have different installations for each of your online leagues and your solo leagues. Not all leagues' offseasons happen at the same time, so how is everyone supposed to have the same version if they only update in the off-season. IMO it's just a warning saying, "It's not our fault..." If anything, I'd say the opposite is best, have everyone update asap so at least that way everyone is using the same patch.

EDIT: To me, instead of saying, "don't patch until the off-season", it would be perfectly reasonable to say, "some things like contract demands may change after a patch and you just need to accept that". I think most people do anyways though.

The reason the warning says update only between seasons - and all at once - is because absolutely NO testing is done between versions beyond league conversion issues. We have no way of knowing if exports to the commissioner using mixed versions would completely trash a league file or not - since we can't test those scenarios.

If is MUCH safer to plan ahead and have everyone upgrade at the same time. In addition, we can't answer any issues about mixed version problems since we can't recreate them.
