THe players in my league all make their own offers on their own computers, and then export their offers to the FTP server. I import all the offers, and then sim one day.
Once simmed, I then zip up all the important files, and FTP the zip to the serer, and the players download and unzip the files over top their own files. That file now has all the latest offers from everyone, so they are then able to make new offers etc... before they start the process all over again. When all the players are done offering, I just complete the FA period.

I think he was asking more about avoiding the appearance of impropriety.

Ahhhh... I see... that makes things much different.
I think you could use BOSI - but then again, I've only been playing with that utility for about a day now...
