Plan on creating a website? Or are you just going to run the league off of the message board? Rules are for more then trades and free agent signings. Instead of wasting your time posting the rosters for each team, how about creating a league file?

So many problems, so little answers. Why even bother opening a league?

A league file is where you zip up all of the files in the league folder using WinZip, and host it on your web server, to make it available to the GMs. This is key for online leagues, so I think you have some learning to do before opening a online league.

You should of created the website, written the rules, etc., before releasing the league. You are doing thing's backwards.

Ahh yes... Who can forget this league. I check in on it periodically to see who is fighting who on the website. Also the commish seems to not get upset very easily. Witness these posts:
