Minor Problem that hurts my eyes

I read the FAQ part of the forum looking for an answer to this question however I'm not sure what im looking for.

I'm running OOTP6 on my laptop and though it comes up okay, at first, whenever I highlight over anything it changes the color slightly and distorts it a little.

In addition to that once I am looking at rosters or players and try to view a different team or something, league, or even save the league the drop down box comes down but it blends in with the background making it extremely difficult to view.

I have tried changing the skin but every skin has the issue. I have screenshots showing the exact problem since it is kind of tough to explain. I really hope its not something wrong with the computer and something that I was just too blind to see in the FAQ.

Game folder select "game config" file then toogle 3D setting.
