Typical Starting Rotation Size for minor leagues doesn't stick year-to-year

Thought this would already be logged somewhere, but I couldn't seem to find it searching for "starting rotation size." Maybe it's just so old and ignored that the search engine couldn't find it for me.

Setup:
OOTP9 9.2.13, custom league setup, AAA/AA/A/S A/R minor leagues

Repro Steps:
1. Select Game | Game Setup | League Setup tab.
2. For each minor league:
2.a. Select the league, then the Strategy tab.
2.b. Change Typical Starting Rotation Size to 6 Man Rotation.
3. Complete the seasons and advance to the next preseason.
4. Select Game | Game Setup | League Setup tab | <minor league> | Strategy tab.

Result:
Typical Starting Rotation Size is set to 5 Man Rotation.

Expected:
Typical Starting Rotation Size is set to 6 Man Rotation.
