downloaded patch; now won't run

I downloaded the latest ootp9 patch - like another post, really hard to find now - and now I get a msg: "In order to finish initializing, this application must be run by a used with administrator privilages".

everything is now totally locked

Using Vista? You'll need to right-click the program and select "run as administrator".
