Can't create hidden players?

I've been wanting to run a Major League game starting in 2007 and then building an expansion team off of that. It's been going great but I can't turn on the box that creates hidden players and allows me to scout foreign countries. The box is literally grayed out and unable to be checked. I have done everything I can think of to fix this problem. Have created several games (just the normal major league game) and the box is grayed before I do anything else. Can someone please tell me what I need to do to enable this function? Thanks.
