Problem

When I try to upload to the ftp server it seems to freeze and when I click ctrl-atl-del it says that the program is not responding. And I haven't even played any games yet. Any ideas why this is happening and how it can be fixed?

I would first triple check all the ftp info you put in - the game could stall out if the ftp info was incorrect. I know that ftp programs will often do that so I imagine the process is the same if you use the ftp function within OOTP.

BTW, what are ftping if you have not yet played the game? Maybe that is part of the problem. It would make a big difference if you were ftping rosters as part of someone elses online league, or ftping the html pages to display on your own webspace. If it's your own webspace make sure they actually allow ftp uploads, many free servers do not and this would usually cause the game (or ftp program) to freeze too.

I am loading the rosters and stuff for the GMs to see. I have uploaded stuff a few times and it has worked...it just seems to get a certain distance then stops and freezes. Maybe I reached my limit in size...although I kind of doubt it.

I know that it means installing another program, but I would strongly suggest you use a separate ftp program to upload the html files for the other GM's to see. Using the game for a large upload like that can be risky, since any game crash can corrupt your league data (any time you have to CNT+ALT+DEL the game), and if your ftp upload stalls from a disconnect or any number of typical upload errors, then the game will likely stall too.

Some ftp programs :
WS_FTP
LeechFTP
ftpPRO
cuteFTP
smartFTP

Some of these should be free, forget which though. You should be able to find these or other/more ftp programs at www.download.com and at www.tucows.com . Most of these programs are small and quick installs, I use WS_FTP myself and it's super quick to install, it might even just require unzipping.

Once you have that installed I would use the ftp prog for all the html uploads (and league zip file uploads). Please excuse this long explanation if you already use an ftp program regularly. This will prevent the OOTP crashes and you might find out what is causing this issue. It is possible (and maybe most likely) that you are getting an ftp upload stall out due to reaching your max MB limits. The OOTP html pages will typically be about 10 MB in total size.

yeah I use ws_ftp. Would the total size reach 10mb without any games or stats or anything?

If the league is around 30 teams, then likely yes. The html page size is pretty much the same if there is one season or no seasons played. You could measure the size of the html files if you output them from the game to a local folder like C:\ootphtml. Just R-Click on the folder after generating the files and it will tell you the total size.
