OOTP4 Bug & Regional Settings...

If this has been covered before, sorry. I tried searching but I could find anything.

Bug #1:
After installing bug 4.2b I can no longer run the game in non-fullscreen mode. If I do the news ticker, which is supposed to be on the bottom, appears on the top of the screen and covers up the nav bar.

Bug #2:

I had my regional setting set to English(US) up until recently, I believe I did this to play CAD. I have now changed them back and when I run OOTP4 in fullscreen or non-fullscreen mode I see junk everywhere. There are blue boxes around everything, and little "down" arrows on the corners of these boxes.

This is frustraing because I need to run my cpu in English(Canada) for other programs, Joe knows why. And I don't want to have to switch back and forth to play both. And with Bug #1, I like to have OOTP4 minimized while I surf the net and this bug prevents this.

Probably not related but to make sure: are you in 768x1028 screen resolution? That is the minimum requirement for OOTP so if that is not what your monitor is set at I'd change that and try the game again.

Next, have you tried toggling the direct 3D and fullscreen modes in the game? Try the game with all 4 different possible combinations, that's what I would try next.

That should do it but if not the next troubleshooting steps I would take would be: Update all video drivers (video card and monitor) even if you are pretty sure they are fairly current. Change any unusual graphic settings like extra large font size etc.

US versus Canada English? Never even knew there was such a choice. CAD does not work if the region is not the USA? You really should not have to change geographic regions for any reason, maybe elaborate a bit more why you nmeed to do this. BTW, the regions should not have anything to do with the graphics problems you describe for OOTP.

CAD and up until recently TDCB had problems and sometime wouldn't run unless your regional settings were set to English(United States).

My resolution is set at 1024x768, which is the minimum(I think you made a typo becuase you said 1028?).

I've tried all the combinations of settings and nothing works.

I don't know why it would be my drivers since I've been playing since launch with no problems. But I'll check for updates, and see what happens.

I know you tried searching but I can't think of anything else & I know this issue has been raised before. I hope people that found the solution before can respond here. BTW, another longshot would be Direct X drivers. Before hitting your monitor with a hammer I'd reinstall the latest Direct X drivers.

Before that patch other users had scrolling news issues, so there was a 'fix' for that issue in the patch you describe (ironic huh). If you narrowed your search to right after that patch was released you will find the other users that experienced this problem. Check the date on the patch readme file (if applicable), then go back to this OOTP Tech Support & Trouble-Shooting for the weeks following the release. Another viable option might be to revert back to the previous working patch, not sure how many changes there were, that would be silly if the main change in v4.2b was a fix of the scrolling news ticker.

Thanks for that link, Killebrew! I now have the news ticker problem fixed.

If Steve, Joe, or Markus could comment on the regional setting issue that would be a big help. I'm wondering if this is a known issue as it was for CAD and former versions of TDCB? If it is will it be fixed in OOTP5? If it isn't a know bug, could you comment on why I may be haing the problem?

All I can tell you is that I've been testing V5 in both English UK and Spanish SP on a daily basis and I'm yet to see a problem. I've never had trouble with those settings with any version (V1-V5), so this issue comes as a surprise to me regarding OOTP.
