Not possible to turn scouts off
After I start a new league I go to the league setup screen. It won't let me disable the scouts (and I reckon neither the financial system)

When you create a new league, and after you have created the league, finished your fantasy draft, you need to click League Setup and then adjust the settings you wish.
That should free up those buttons for you to make changes!
