No Amateur Draft?????

Played a 2 complete seasons using fictional line-ups. Very happy with the game... The game guided me through the initial draft, coach/scout draft, and into the season. 2nd Season, There was a FA signing period, and an Amateur draft. During my third season, there was NOT a Amateur or FA draft. The game starts me off at the beginning of the 3rd season on 1/26/2003. I can only attempt to simulate days from 1-26-2003 to 4-1-2003. When I get to 4-1-2003 I expect to have a draft to replemish my team. It doesn't occur. The other computer teams, sign replacement players once I get to the first game of the season. My team is forced to pick from the leftovers (40 something) players that the computer left. I also do not have any players added to the organization as part of the amateur draft. 2 Game Years of work appears to be lost since my team is now screwed....
