Installed OOTP5 yesterday, LicCtrl has stopped working

Okay, on my laptop which has Windows2000 I have had OOTP4 and Tournament Dreams running. Yesterday, I installed OOTP5 without any apparent difficulties.

Today, I fire things up and decide to start OOTP5. It doesn't start. After poking around, I have discovered that the elicense doesn't seem to be functioning for any my elicensed programs. I tried to manually start LicCtrl, but it won't start.

Suggestions?

I found this line in the install log of OOTP5:

Could not Self-Register: C:\OOTP5\elicen40.dll

I've figured out that LicCtrl starts with the runservice.exe. I went to a command prompt and typed it in to start License Control. The log viewer gives this error message:

The description for Event ID ( 0 ) in Source ( LicCtrlService ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. The following information is part of the event: LicCtrlService error: 1063, StartServiceCtrlDispatcher failed..

go to your Dos prompt and type regsvr32 C:\OOTP5\elicen40.dll and see if that helps

Yah, I've tried that a number of times. It says it fails, that it can't initialize.

I got an email from support at Via-Tech. They sent me a diagnostic program and I sent them back the .dat file.

ain't computers wonderful? I ran Via-tech's diagnostic a second time, and now LicCtrl has started. So all my games are playable again.

Weird.
