Startup problem

hey guys! I just got a new computer but kept my old hard drive but then had to re-install XP, so anyway I went to open OOTP5 and it gives me this error
Create Surface backbuffer: NODIRECTDRAWHW

I then click ok and it says

IntiApp: Error IntiDirectDraw

then it closes...anyone ever had this happen or know what this means or know how to fix it?

Go to start then run and type dxdiag and hit enter. The direct X utility will open and it will let you know what version of direct X you are have installed. If it is less than v9 go to http://www.microsoft.com download and install v9, reboot your computer and then try the game again.

did that and still get the same error...

Go into the OOTP5 folder and open the "game config" file, toggle the 3d setting, close those things and try the game again.
