OOTP4 text problem under Windows XP

First noticed with OOTP3, and hoped for a fix in OOTP4. When viewing your league standings there is a 'ticker' that scrolls across the bottom of the screen detailling the latest headlines. This doesn't scroll at all under Windows XP. If you move your mouse across the menu bar at the top causing each menu to drop in turn as the screen is refreshed the 'ticker' bar scrolls jerkily, if you stop causing the menus to appear the scrolling stops. Again is this fixable?

I have heard that if you run the game in full screen mode the text will scroll just fine.

Ok, great it works in full screen. Any chance of getting it working in a windowed screen? as running a high resolution running full screen pretty much negates the reason for high res.

Any word come on this? I just upgraded to XP and I'm getting the same problem. I switched to fullscreen mode, but I'd love to be able to play it in a window like I was doing under Win ME.
