All the settings for avg wind are 14mph, even in the kingdome

When did this happen (with which version of OOTP4)? Are you using someone else's roster set(Not the default)?
The weather doesn't impact domed stadiums, however when I created the original weather.dat file I got all the proper values for each of the current MLB cities and Washington DC. (All the way down to the proper wind direction, which required researching the exact layout of each stadium) Please let me know when this occurred so we can get this corrected ASAP.

My fault, it happened when I used Frohike's old park files...
