Players in our online league are capable of simming the season (or multiple seasons) without knowing the password. In effect, they can find out anything they need to know about a player's skill by simming seasons to see how they perform.

Is this a league that converted from v3 to v4 and did not reset the password? Or has the password recently been set?

If you sim a season, back it up, sim it again, back it up, over and over about 20 times, you have a good basis for how the player will perform. The great thing about playing with fictional players and scouts, the only thing you know is what the scouts tell you and how they've performed in the past.

Many leagues have rules about resimming and consider this cheating. Other online leagues basically do the opposite and assume the player will want to resim because it's kinda' fun. I'm in both kinds of leagues and I see very little advantage of resimming, there is far too much randomness built into the game to take resimmed seasons too seriously. The biggest advantage would be in resimming many times as you mention. If a player has a great year in 14 of 20 resims, the odds are fairly good he will have a good year in the "official" online league. That is a tremendous amount of work (simming and studying 20+ resims of the same season) for what might be a slight scouting advantage but I also understand why some leagues do not want any resimming going on at all.

IMO resimming beyond 1 year offers no advantage whatsoever, and might be a disadvantage if you drop players based on their resim performance and talent/ratings.
