Minor Leaguers becoming Free Agents

Don't know if this is a bug or not but I have minor leaguers who are becoming free agents at the end of the season even though I am playing with the minor league free agency option enabled. The only option I have enabled under the league setup financial set advanced options is Salary Arbitration but yet I am having a lot of free agents coming out of my minor leagues. Just wanted to make this issue known.

BTW, I noticed on all the players that became free agents they all had 6 or 7 years of pro service so the game does appear to be giving them their minor league free agency even though I don't have that option enabled.
